Job description

Job Summary

The Asphalt Foreman will lead and manage a crew specializing in asphalt paving and repair, primarily focusing on restoration work related to utility cuts, trenches, manholes, and site patching/corrections. This role requires expert knowledge of asphalt paving techniques, strong leadership skills, and a commitment to safety, quality, and project timelines. The Foreman is responsible for planning, executing, and supervising all field operations for their assigned restoration projects.

Key Responsibilities

Crew Leadership & Management

  • Direct Supervision: Lead, mentor, and motivate a crew of 3-5 members (laborers, operators, and truck drivers).
  • Safety Enforcement: Ensure strict adherence to all company, federal, and local safety regulations (OSHA, MUTCD). Conduct daily Job Safety Analyses (JSAs) and toolbox talks.
  • Training & Development: Train crew members on proper paving techniques, equipment operation, and safety procedures.
  • Performance Management: Set performance expectations, monitor output, and address any personnel issues or inefficiencies.

Project Execution & Quality Control

  • Pre-Job Planning: Review job specs (location, size, scope of work, materials required) and coordinate with the Superintendent. Ensure all necessary permits, traffic control plans, and utility clearances.
  • Field Operations: Oversee all phases of asphalt restoration, including:
    • Trench excavation and backfilling stabilization.
    • Sub-grade preparation and compaction.
    • Tack coat application.
    • Hot Mix Asphalt (HMA) paving, raking, and spreading.
    • Operating and directing roller/compaction equipment to meet density specifications.
    • Ensuring smooth transitions and correct tie-ins to existing pavement.
  • Quality Assurance: Monitor material temperature, compaction levels, mat smoothness, and layer thickness to guarantee a high-quality, durable finished product that meets engineering specifications.
  • Resource Management: Manage and track all material (asphalt, aggregate, tack), equipment, and labor hours efficiently to minimize waste and stay on budget.

Documentation & Communication

  • Daily Reporting: Complete and submit accurate daily production reports, timecards, equipment logs, and safety documentation.
  • Problem Solving: Act as the primary point of contact on site, resolving technical issues, unforeseen challenges, or material delays immediately.
  • Stakeholder Relations: Professionally communicate with General Contractors, utility representatives, inspectors, and the public regarding job progress, timelines, and site access.

Required Qualifications

  • Experience: Minimum of 3-5 years of experience in asphalt paving, with at least 1-2 years in a Foreman or supervisory role. Restoration, maintenance or utility-related paving experience is highly preferred.
  • Technical Knowledge: Expert understanding of asphalt mix types, compaction techniques, paving equipment operation (pavers, rollers, skid steers), and proper road/trench base preparation.
  • Certifications: Valid Driver's License (CDL preferred). OSHA 10-Hour or 30-Hour certification and MUTCD/Traffic Control certification preferred.
  • Skills:
    • Proven leadership and crew management ability.
    • Strong organizational and time-management skills.
    • Ability to read and interpret construction plans, grade stakes, and specifications.
    • Proficiency with basic construction math and leveling tools/devices.

Physical Demands & Work Environment

  • Ability to work outdoors in all weather conditions (heat, cold, rain).
  • Ability to lift heavy materials (up to 50 lbs.) and stand for extended periods.
  • Willingness to work irregular hours, including nights, weekends, or overtime, as required by project schedules.
