I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Software Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming.

The Department of Information Resources (DIR) requires the services of One Developer hereafter referred to as Worker, who meets the general qualification of Developer 3 Emerging and the specifications outlined in this document for Health & Human Services Commission - Social Services Applications team.

ll work products resulting from the project shall be considered "works made for hire" and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
• Performs application development, enhancement, maintenance, and support for State Portal, Workflow Management, Eligibility Web Services, Family Violence Program, Enterprise Document Services, Enterprise Content Management, Document Center, Call Center Inquiry, and other Social Services applications.
• Develop, enhance and maintain existing and new web-based J2EE/Portal applications within HHSC's SOA (Service Oriented Architecture) platform using Agile methodologies.
• As a member of the team, participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required.
• Create technical and design documentation, as required.
• Perform system analysis and problem resolution, as required.
• Analyze software for configuration & performance tuning opportunities, as required.
• Develop and maintain data and process models, as required.
• Employ contemporary testing methods to ensure applications function properly and without error.
• Provide technical support for testing and implementation efforts.
• Participate in program design, coding and test walk-through meetings to provide input regarding technical standards and customer requirements.
• Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance
• Other duties as assigned.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Hands-on experience in Front End/UI development, enhancing and maintaining enterprise-class applications on the J2EE application development platform 8 Required Hands-on experience participating in all phases of the SDLC (Systems Development Life Cycle) 8 Required Hands-on development experience implementing applications utilizing any J2EE Application Server, Authentication and Authorization, Caching strategies 8 Required Hands-on programming experience in following languages: Java, J2EE, HTML5, JavaScript, JQuery, AJAX, CSS3, Bootstrap, SASS, Angular, Typescript, Spring, Java Server Pages, JSON, XML, ES5/ES6, NPM, Maven and/or other UI frameworks/libraries. 8 Required Experience implementing Client-facing applications with responsive design and development 8 Required Experience implementing SPAs with JS or with libraries/frameworks like Angular 8 Required Experience in development of self-contained, reusable, and testable modules and components 8 Required Experience in Test-driven development and test creation using frameworks such as Karma, Jasmine, Selenium 8 Required Demonstrable experience developing, optimizing, and maintaining an enterprise-level Angular application including complete ownership of the front-end stack (JavaScript/Angular/HTML/CSS). 8 Required Experience in implementing best practices in the areas of application design, performance, scalability and maintainability. 5 Preferred Hands-on experience with IBM WebSphere Application Server 8 or later 5 Preferred Hands-on experience with Agile Development Methodologies (preferably Scrum) 5 Preferred Hands-on experience with web applications developed for Cloud platform 5 Preferred Hands-on experience with CI/CD methodology 5 Preferred Hands-on development experience for mobile and tablet platforms
III. TERMS OF SERVICE

Services are expected to start 01/20/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1550 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 1609 Centre Cr Dr., Austin, Texas 78613. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE (Required)

Services are expected to start on or around January 20, 2025 and are expected to completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,550 hours for FY25.

Initial Purchase Order Term:

ny Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
