Job description

Construction Manager

Parsons is seeking Construction Managers with a desire to create innovative, practical solutions across projects that support our PG&E Infrastructure division. In this role, you will be responsible for the construction management execution and commercial performance of assigned projects to ensure project goals and objectives are achieved successfully.

You will help plan and define program goals, develop methods to accomplish them, and build a strong understanding of client objectives, contract terms, and corporate policies. Parsons' extensive experience in this field, combined with your expertise coordinating projects through all phases of project inception, planning, design, construction, and closeout, will create strong opportunities for career growth and leadership advancement.

We are seeking Construction Managers who are versatile, enthusiastic, and highly collaborative, with the ability to thrive in flexible, team-oriented environments. The ideal candidate will bring exceptional communication, analytical, organizational, and leadership skills to support the successful delivery of complex infrastructure projects.

These opportunities will be supporting PG&E in the Bay Area (San Jose, San Francisco, Oakland, Walnut Creek, San Ramon, Concord), providing the chance to work alongside a hallmark client on impactful, high-visibility programs. Candidates are required to be located within 60 miles of these locations any business travel expenses incurred will be reimbursed, including mileage.

The Construction Manager will work on behalf of Parsons and the client with responsibilities including:

  • Act as Parsons' representative with the client, subcontractors, suppliers, and other project stakeholders during project execution.
  • Represent the client in negotiations with regulatory agencies and in public meetings, as required.
  • Oversee the development and implementation of the following project documents:
    • Construction Management Plan
    • Site-Specific Health and Safety Plan
    • Quality Assurance/Quality Control Plan
    • Other project documentation as required
  • Supervise inspection staff on assigned projects and provide oversight of field inspection activities.
  • Prepare purchase requisitions and procure items necessary for field office operations.
  • Establish procedures for the administration of all field vehicles and equipment, including maintenance of status logs and required reports.
  • Supervise and coordinate the work of subcontractors to ensure compliance with contract requirements, schedule, safety, and quality expectations.
  • Coordinate the preparation of requisitions, subcontract scopes of work, amendments, and task orders.
  • Review and approve subcontractor safety plans and quality control plans.
  • Ensure subcontract files are maintained with current insurance certificates, correspondence, and required documentation.
  • Monitor subcontractor expenses against budget and prepare draft amendments when necessary.
  • Ensure the prime contract file remains current with insurance certificates and correspondence.
  • Prepare and negotiate scope changes with the client and key subcontractors.
  • Develop and implement action plans to address potential cost overruns, schedule delays, and significant scope changes, while advising the client and company management of impacts.
  • Maintain current and timely change orders and ensure accurate documentation throughout the project lifecycle.
  • Supervise the preparation of the client's monthly construction progress report and contract status report.
  • Prepare work breakdown structures, budgets, and forecasts.
  • Prepare monthly safety self-assessments.
  • Oversee development of monthly Parsons invoices and review for accuracy.
  • Review and approve subcontractor invoices.
  • Prepare quarterly construction management reports and coordinate associated meetings.
  • Establish and manage the QA/QC Plan, including development of inspection and test plans.
  • Supervise the setup and accreditation of the onsite materials testing laboratory, when required.
  • Establish project safety and emergency response procedures.
  • Conduct weekly construction site inspections with the contractor's safety representative to ensure compliance with safety standards.

What You'll Bring:

  • Bachelor's Degree in construction-related field (or equivalent construction-related work experience), and typically 15+ years of experience in field construction is required. Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.
  • Prior experience overseeing and managing the construction of major capital improvement projects.
  • Strong knowledge of construction management practices, cost control, budgeting, forecasting, scheduling, and contract administration.
  • Experience managing subcontractors, change orders, procurement activities, and field operations.
  • Working knowledge of safety regulations, QA/QC procedures, and construction inspection practices.
  • Excellent leadership, communication, negotiation, and organizational skills.
  • Ability to work effectively in a fast-paced, client-focused, and team-oriented environment.

Salary Range: $125,100.00 - $225,200.00
