Job description

Reading Specialist (K–8)

Position Summary

The Reading Specialist serves two K–8 schools, Elk Valley Elementary and Jellico Elementary, and works collaboratively with students, teachers, administrators, and support staff to improve literacy achievement. The Reading Specialist provides targeted reading support for students who are approaching proficiency on benchmark assessments while also supporting teachers in strengthening Tier I literacy instruction through coaching, modeling, and professional learning. The goal of this position is to increase student reading proficiency and build teacher capacity to deliver high-quality, evidence-based literacy instruction across grade levels.

Essential Duties and Responsibilities

Student Support

  • Identify students in need of literacy support using benchmark assessments, progress monitoring data, classroom performance, and teacher recommendations.
  • Provide supplemental reading instruction and targeted support for students who are approaching proficiency.
  • Monitor student progress and adjust support based on data and individual student needs.
  • Collaborate with teachers to develop strategies that support student literacy growth.
  • Assist in the implementation of evidence-based literacy practices aligned with district and state standards.
  • Maintain accurate records of student support and progress monitoring results.

Teacher Coaching and Instructional Support

  • Collaborate with classroom teachers to strengthen Tier I literacy instruction and increase student engagement and achievement.
  • Provide instructional coaching, modeling, and feedback to support effective literacy instructional practices.
  • Assist teachers in analyzing assessment data and using data-driven instructional strategies.
  • Support teachers who instruct multiple grade levels and/or content areas by providing resources, strategies, and differentiated literacy practices.
  • Facilitate professional learning opportunities focused on reading instruction and literacy best practices.
  • Assist teachers in implementing evidence-based reading practices across content areas.

Collaboration and Leadership

  • Work closely with school administrators and classroom teachers to support schoolwide literacy goals.
  • Participate, RTI² and other student support team meetings as needed.
  • Help develop and implement school literacy improvement plans.
  • Communicate effectively with families regarding reading growth when appropriate.
  • Stay current on literacy research, state initiatives, and evidence-based instructional practices.

Data Analysis and Reporting

  • Analyze student assessment data to identify trends and instructional needs.
  • Assist schools in monitoring literacy outcomes.
  • Prepare reports and documentation as required by the district and school administration.

Qualifications

  • Valid Tennessee teaching license.
  • Reading endorsement, literacy specialist endorsement, or related advanced coursework preferred, but not required.
  • Minimum of three years of successful classroom teaching experience preferred.
  • Knowledge of evidence-based literacy instruction.
  • Strong communication, collaboration, and coaching skills.
  • Ability to work effectively with students, teachers, administrators, and families.

Work Environment

  • The position serves two K–8 schools within the district, Elk Valley and Jellico Elementary.
  • Travel between assigned schools is required.
  • The Reading Specialist may work with students individually, in small groups, and within classroom settings.

Performance Expectations

The Reading Specialist will:

  • Increase the number of students achieving reading proficiency.
  • Support students identified as approaching proficiency to meet or exceed grade-level benchmarks.
  • Strengthen teacher implementation of Tier I, evidence-based literacy instruction.
  • Build staff capacity through coaching, modeling, and professional learning.
  • Use assessment data to guide instructional decisions and improve literacy outcomes.

LEAPS and 21st CCLC Program Coordinator

JOB SUMMARY

The LEAPS and 21st Century Community Learning Centers (21st CCLC) Program Coordinator is responsible for the planning, implementation, coordination, compliance, and oversight of the district's LEAPS and 21st CCLC programs. The coordinator provides leadership in the development, operation, and continuous improvement of high-quality after-school and extended learning opportunities that support academic achievement, enrichment, family engagement, and student success.

ESSENTIAL FUNCTIONS

  • Maintains current knowledge of school-age childcare, extended learning, and 21st CCLC program requirements and provides leadership in implementing program activities.
  • Demonstrates professional and personal characteristics necessary for working effectively with school personnel, students, families, community partners, and stakeholders.
  • Coordinates and guides long- and short-term planning for LEAPS and 21st CCLC programs.
  • Organizes and administers district-wide after-school, summer learning, and extended learning programs.
  • Ensures program implementation aligns with federal, state, and local requirements, including all 21st CCLC grant assurances and reporting requirements.
  • Coordinates and supports site facilitators, program staff, and community partners to ensure high-quality program delivery.
  • Orders, receives, and distributes program materials, supplies, and equipment and maintains all purchasing and inventory documentation.
  • Assists with the development, implementation, monitoring, and management of program budgets.
  • Prepares and reports budget updates, expenditure reports, and financial documentation as required.
  • Maintains accurate records of program expenditures, revenues, reimbursements, and grant documentation to support audits and compliance reviews.
  • Completes all required state and federal reports, reimbursements, data submissions, and compliance documentation.
  • Monitors student participation, attendance, academic outcomes, family engagement activities, and program performance measures within the ELAP system.
  • Coordinates program evaluation activities and utilizes data to support continuous improvement efforts.
  • Provides training, guidance, and support to site staff regarding program requirements, procedures, and best practices.
  • Supervises, coordinates, and evaluates the performance of personnel assigned to the LEAPS and 21st CCLC programs in accordance with district policies.
  • Develops and maintains partnerships with community organizations, businesses, and agencies to support program goals and sustainability.
  • Keeps the community, news media, families, and other interested parties informed of program opportunities and accomplishments.
  • Keeps district administration informed regarding program effectiveness, compliance issues, accomplishments, and program needs.
  • Demonstrates proficiency in office procedures, computer applications, word processing, databases, spreadsheets, and student information systems.

MARGINAL JOB FUNCTIONS

  • Performs other duties as assigned by the Director of Schools or designee.
  • Demonstrates personal characteristics expected of all Campbell County Schools employees.
  • Demonstrates proficiency in oral and written English.
  • Completes the Employment Intention Form annually.
  • Completes all required annual training through the designated Training Management System by established deadlines.
  • Routinely reviews Campbell County Schools email communications.
  • Reports absences in a timely manner according to district procedures.
  • Completes satisfactory background checks as required by the Tennessee Department of Education and state law.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Current valid Tennessee educator license.
  • Administrative endorsement preferred but not required.
  • Experience in educational leadership, extended learning programs, after-school programs, or grant-funded programs preferred.
  • Experience managing federal or state-funded education programs preferred.
  • Strong written, verbal, interpersonal, organizational, and technology skills.
  • Knowledge of grant compliance, budgeting, data reporting, and program evaluation.
  • Ability to coordinate multiple projects and responsibilities simultaneously.
  • Demonstrated ability to work collaboratively with school personnel, families, community partners, and outside agencies.
