The Community Safety Ambassador Program is part of San Francisco’s “Breaking the Cycle” initiative, which emphasizes a comprehensive approach to tackling homelessness and behavioral health crises. This program deploys specialized and highly trained ambassadors to provide services such as community engagement, intervention and de-escalation, safety presence, street cleaning, overdose recognition and reversal, and connections to the City’s systems of care for people in need. The goals of the program are to : (1) promote safer and cleaner environments in commercial corridors, parks, neighborhoods, and other locations impacted by drug markets and unsafe, and unsanitary street and sidewalk conditions; (2) de-escalate and stabilize incidents involving unhoused individuals; and (3) create enduring positive outcomes for those individuals through trauma informed rapport building, and connections to services and resources.

The Program Supervisor’s primary objective is to provide an in-the-field supervisory presence for the Community Safety Ambassador Team. Additionally, the Program Supervisor will be responsible for certain administrative functions such as shift scheduling, timesheet approval, and inventory management. Ambassador teams will be deployed to commercial corridors, parks, neighborhoods, and other locations impacted by drug markets, as well as unsafe and unsanitary street and sidewalk conditions. The teams will provide services such as community engagement, intervention and de-escalation, safety presence, street cleaning, overdose recognition and reversal, and connections to the City’s systems of care for people in need. Under the supervision of Heluna Health’s Program Manager and Chief Program Officer, the Program Supervisor provides leadership for deployment activities. The position requires excellent leadership skills, interpersonal communication, and de-escalation skills. A successful candidate will need to feel comfortable working with a wide range of stakeholders within a complex system. The Program Supervisor will cultivate relationships and partnerships with all external and internal stakeholders by providing warm, friendly, positive, and supportive services while maintaining consistent and visible field presence alongside Ambassador teams.

This is a temporary, grant-funded, full time, on site, benefitted position. Employment is provided by Heluna Health and there is a 90-day probationary period.

Pay rate : $43.27 per hour

Sunday Thursday work week

ESSENTIAL FUNCTIONS

  • Oversee all program operations including the deployment of Ambassador Teams in the assigned Service Area(s)
  • Maintain a consistent and visible field presence alongside Ambassador teams, during varied shifts and days to ensure comprehensive operational oversight on‑scene support to ensure policy compliance, provide real‑time coaching, assess safety conditions, and strengthen relationships with community partners and City stakeholders.
  • Promote the mission, vision, and core values of Heluna Health and the Community Safety Ambassador Program
  • Adopt a trauma-informed approach to de-escalation, service linkage and community interactions.
  • Lead change management efforts to ensure program staff adopts successful best practices.
  • Promote dignity, respect and accountability
  • Ensure that high-acuity clients are connected to the appropriate resources, including the Department of Public Health, Homelessness and Supportive, Housing (HSH), Emergency Management (DEM), Police (SFPD), and Fire (SFFD).
  • Assist in the transportation and / or safe passage of vulnerable individuals.
  • Minimize service duplication and maximize service delivery by coordinating outreach efforts and care with Neighborhood Street Team, lead agencies and other service providers within Service Area.
  • Mentor and train staff in developing proper outreach and engagement skills.
  • Participate in Leadership meetings, including discussions regarding agency- wide program development and operation and emerging issues that may affect program outcomes or the agency in general
  • Attend and participate in regularly scheduled supervision sessions
  • Attend and complete trainings as assigned and in a timely manner
  • Serve as Safety Administrator ensuring a safe, healthy and clean working environment at all times consistent with applicable laws, industry standards and the agency’s own policies and procedures
  • Coordinates programmatic, administrative and fiscal activities.
  • Serves as a liaison between HQ and Clients / Program Partners.
  • Works closely with assigned Heluna Health Contract and Grant Manager, Project Accountant, Project Manager, and HR Generalist to ensure that all contractual obligations are being met
  • Convenes project meetings, quarterly, at a minimum
  • Maintains excellent working relationship with Heluna Health Clients and Program Partners, Subcontractors, Vendors, and other partners
  • Maintain data as required by the program.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Including the ability to work well with diverse staff and clientele including cultural, language, sexual identity, gender and other diverse considerations,

Supervisors must have one of the following qualifications :

1. A Bachelor’s Degree in social work, psychology, or a similar field and a least one year of job-related experience working with PEH or very vulnerable populations, preferably those living with mental illness and / or substance addictions; or

2. An Associate’s Degree in social work, psychology, or a similar field and a least two years of job-related experience working with PEH or very vulnerable populations, preferably those living with mental illness and / or substance addictions; or

3. 5 years of work experience in a community outreach setting.

4. 2 years of supervisor experience.

PREFERRED QUALIFICATIONS

  • Advanced level of knowledge of the client population and their complex needs including homelessness, financial instability, medical and mental health, and substance abuse.
  • Experience in a community-based setting serving ethnically diverse, low-income clients. Knowledge of community resources and experience in community settings.
  • Ability to meet deadlines, multi-task, effectively delegate, and work under pressure. Requires flexibility in scheduling (Sunday through Saturday) and work hours including the ability to attend early morning and after-hours meetings.
  • Excellent interpersonal and communication skills required. Experience in and understanding of public health preferred. A positive, high energy, warm, friendly, self-motivated style is highly desirable.
  • Proficient in Microsoft Office Suite products such as Outlook, Word, Excel, and PowerPoint; Proficient in database software (such as Microsoft Access).
  • Ability to work independently with minimum supervision.
  • Ability to problem-solve, multi-task, and meet deadlines.
  • Ability to organize and direct projects to successful completion.
  • Ability to work as part of a team comprised of individuals across different agencies, disciplines, and locations.
  • Ability to actively participate in and contribute to internal and external meetings, collaborations, and coalitions.
  • Excellent oral and written communication skills.
  • Conflict resolution skills.
