The Federal Assurance Construction Security Program Manager serves as the program owner and authoritative lead for construction‑phase security and access across all federal data center construction projects. This role provides program‑level oversight of construction site security and access controls and is responsible for Federal Assurance–related construction management activities during construction. Responsibilities include coordination of requests for information (RFIs) and submittals, validation of U.S. company and citizenship requirements, and oversight of Supply Chain Risk Management (SCRM) requirements.
The role ensures that construction‑phase security, access, and supply chain controls are formally defined and consistently implemented throughout construction workflows, from early site mobilization through construction transition. This position requires hands‑on engagement with construction documentation, design software workflows, and project coordination activities unique to greenfield construction environments.
What You Will Do: (Job Responsibilities)
- Oversee the construction site security design and access controls for all federal secure facility construction projects, ensuring compliance from concept to operational transition.
- Lead security evaluations and construction-phase security efforts for new data center sites and secure data halls.
- Manage multiple concurrent projects across diverse geographically dispersed locations and multiple design teams and general contractors.
- Create, maintain, and govern consistent Site Security & Logistics Plans alongside security teams for federal construction projects.
- Serve as the authoritative escalation point for construction security and access risks and approved exceptions.
- Oversee SCRM requirements related to materials, suppliers, and installation activities.
- Review, coordinate, and respond to RFIs and submittals.
- Validate compliance with U.S. company and U.S. citizen personnel requirements for all construction projects.
- Prepare and deliver project updates tailored for executive audience and present information clearly to support informed decision-making.
- Collaborate cross-functionally with QTS design, construction, security, and operations teams to address security requirements.
- Develop scopes of work and RFPs for design and construction initiatives.
- Support evaluation of prospective sites as required.
What You Will Need to Be Successful: (Required Qualifications, Education, Experience, Certifications)
- Bachelor’s degree or equivalent professional experience.
- 7+ years’ experience in physical or technical security leading complex projects, focusing on construction, site security, submittals, and RFI reviews.
- Knowledge and expertise in secure construction related to SCIF or SAPF facility construction, architecture, engineering, project management, life safety, disability access, and electronic security systems (Access control systems, CCTV).
- Experience with Intelligence Community Directive 705 and its related documents.
- Ability to obtain a Top-Secret security clearance and further access as needed.
- U.S. citizenship required due to federal contract obligations.

Nice to Have: (Preferred Qualifications, Education, Experience, Certifications)
- 10+ years' experience in physical or technical security for complex projects, with emphasis on Federal Government construction security, design, submittals, and RFI reviews.
- Active TS security clearance with the potential for additional access.
Physical and Travel Requirements
- Ability to climb ladders as required for site assessments.
- Ability to walk, stand, or sit for extended periods (8–12 hours).
- Approximately 25% travel required.

- Strong written and verbal communication skills for both operational and executive audiences.
- Proficiency in Microsoft Office, especially PowerPoint, Excel, and Planner, and BlueBeam Revu, Autodesk, and Procore construction applications

The estimated pay range for this role, if based in Colorado, is:
$132,016.50 - 201,888.43
