Job description

Senior Program Manager

Odyssey has an exciting opportunity for a Senior Program Manager providing support to Portfolio Acquisition Executive for Nuclear Command, Control, Communications (NC3) Sustainment Division (NCL). The AFNWC/NC3 Integration Directorate is headquartered at Hanscom Air Force Base, MA, with operating locations at Kirtland AFB, NM and Peterson SFB, CO. The NC3 Directorate's mission is to provide support to the Program Acquisition Executive (PAE), the Deputy Director, Deputy AFPAE NC3 and staff for acquisition and administrative control of all NC divisions, branches, and programs.

This position's primary role will support program management activities of the NC3 Sustainment Division.

This is a temporary hire position not to exceed 60 days located at Peterson Space Force Base, Colorado Springs, CO.

Responsibilities

Duties to include but not limited to:

  • Comprehensive knowledge of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.02 Operation of the Adaptive Acquisition Framework, AFI 63-101/20-101, as well as knowledge of roles and relationships within the DoD and the Air Force.
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition, sustainment, or modification programs.
  • Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems, and the pursuit of alternative courses of action.
  • Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.).
  • Plan, research, analyze, and assess system acquisition in terms of development, production, deployment and sustainment of weapons systems and associated equipment as well as formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives.
  • Support and develop acquisition and sustainment reports, including statutory and regulatory reports (i.e. Defense Acquisition Executive Summary (DAES), Monthly Activity Report (MAR), etc.).
  • Support program management reviews, senior level meeting/reviews, and IMP/IMS reviews.
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management.
  • Understand the different funding types, budgets and the Central Asset Management (CAM) process

Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have and be able to maintain a Top Secret Clearance.

Education: BA/BS Degree

Years of Experience: 7 - 10 Years of relevant experience

Preferred Qualifications

Clearance/Access: ICD 704 Eligible

Education: MA/MS Degree

Years of experience: 10+ years in DoD/DoW environment, primarily supporting Air Force acquisitions programs

Technical Skills

  • Knowledge of DoD acquisition lifecycle management and Adaptive Acquisition Framework processes
  • Experience supporting Program Management Office (PMO) activities within DoD acquisition environments
  • Experience supporting cost, schedule, and performance management activities
  • Experience developing, reviewing, editing, and coordinating acquisition documentation and executive briefings
  • Familiarity with DoD 5000 series acquisition documentation and processes
  • Experience supporting acquisition reporting activities, including DAES, MARs, and senior leadership reviews
  • Experience supporting RFP activities and acquisition support functions
  • Ability to coordinate documentation packages for senior leader review and high-visibility program activities
