Deputy Director, Assessor

The Deputy Director, Assessor serves as the primary technical authority responsible for continuity, statutory compliance, and integrity of assessment and roll administration functions. This position partners with the Assessor to provide strategic leadership, guide organizational initiatives, and position the office to meet future challenges. The Deputy Director will oversee all functions of assessment in the Assessor's Office, including supervision of professional and technical staff and all facets of tax calculation and preparing the Tax Roll. May act on behalf of the Assessor in the Assessor's absence to ensure uninterrupted operational direction, statutory compliance, and timely decision-making necessary to meet roll administration and legal requirements. This position is in office Monday through Friday.

Key Responsibilities:

  • Verifies for accuracy all facts of tax calculation and the preparing of the Tax Roll.
  • Ensure accurate valuation, lawful tax rate calculation, urban renewal complexity, statutory reporting, and audit readiness.
  • Assists in preparation of the Assessor's annual budget of $8 million including presenting it to County Budget Committee.
  • Supervises technical and clerical staff including hiring, firing, performance reviews, training and assigning work tasks.

  • Oregon Revised Statutes, Department of Revenue Administrative Rules, Opinions and Orders, Attorney General Opinions and court decisions.
  • Urban renewal/tax increment impacts and related statutory requirements affecting tax rate calculations and roll outcomes.
  • Principles, laws and standards applying to the assessment and taxation of real and personal property.
  • Principles and practices of leadership, supervision, performance management, coaching, and employee development in a professional and technical environment.

Skill in:

  • Providing leadership and operational oversight across multi-functional teams, including planning, prioritizing, and aligning resources to meet statutory deadlines.
  • Demonstrating strategic thinking and helping shape the long-term direction of the Assessor's Office through innovation, continuous improvement, and proactive problem-solving.
  • Interpreting and applying complex statutes, administrative rules, and technical requirements to real-world roll administration and compliance decisions.
  • Developing, validating, and reconciling tax rates, roll calculations, and statutory reporting outputs, including identification and resolution of discrepancies.
  • Establishing internal controls, quality standards, and audit-ready processes that protect roll integrity and reduce organizational and financial risk.
  • Exercising independent judgment to resolve complex statutory, procedural, and operational issues affecting roll outcomes, taxpayers, and taxing districts.
  • Communicating complex technical and statutory concepts clearly and effectively, both verbally and in writing, to staff, leadership, taxing districts, external agencies, and the public.

Compensation: $11,382.03 to $15,367.99 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately. Benefits: Our robust healthcare package covers medical, prescription, dental, and vision coverage at a minimal cost of $100 for employee only and $121 per month for employee plus dependents, which includes an innovative on-site clinic, pharmacy, and wellness and wellbeing services. Additionally, we include life insurance, retirement (PERS), generous paid time-off (14-18 hours/month to start, pro-rated for part-time), holidays, and professional development opportunities. This position is open until filled with first application reviews on July 29, 2026.

Minimum Qualifications: A Bachelor's degree in business management or related field, a minimum of five (5) years of experience in tax assessment and a minimum of three (3) years supervisory experience. Any combination of experience and training that would provide the required knowledge and abilities. Requires Certification as a Registered Appraiser with the Oregon Department of Revenue or the ability to obtain the same within six months.

Preferred Qualifications: Demonstrated experience leading and developing professional staff. Demonstrated experience improving operational processes in a regulated or statutory environment. Experience balancing innovation and process improvement with legal and regulatory compliance. Experience contributing to long-range planning, organizational improvement, or strategic initiatives. Demonstrated experience with complex tax calculation methodologies and/or detailed mathematical processes requiring a high degree of accuracy and analytical precision.

Necessary Special Requirements: The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended. Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.
