Business Analyst 3
The Texas Health and Human Services Commission (HHSC), through the Department of Information Resources (DIR), is seeking an experienced Business Analyst 3 to support business systems analysis and technology initiatives. The selected candidate will analyze and evaluate business systems, gather and document requirements, and work closely with business stakeholders and IT teams to support system development and implementation efforts. The role requires strong experience in business process analysis, data analysis, system design support, and software development lifecycle methodologies.
Key responsibilities include reviewing, analyzing, and evaluating business systems and user needs; working with stakeholders to formulate systems that align with business strategies; conducting business process analysis and process reengineering; identifying technology solutions to improve business operations; documenting functional and technical requirements for system development; preparing solution options and risk assessments; performing financial analyses; developing detailed documentation describing user needs, system functions, and program modification requirements; serving as a liaison between business stakeholders and IT teams; participating in software development lifecycle activities; assisting in unit testing, system testing, and user acceptance testing; analyzing raw data and providing insights as part of data analysis activities; and supporting project teams with analysis, documentation, and implementation support.
Candidates must meet or exceed the following minimum requirements: 8+ years reviewing, analyzing, and evaluating business systems and user needs; 8+ years of experience in business analysis methodologies and practices; 8+ years participating in software development reviews; 8+ years assisting development teams with analysis, design, and testing; 8+ years experience supporting unit testing, system testing, and user acceptance testing; 8+ years knowledge of Software Development Life Cycle (SDLC) methodologies; 8+ years experience planning and organizing multiple assignments with high accuracy; and 8+ years strong written and verbal communication skills with both business and technical teams. Additional required skills include experience serving as a liaison between business units and IT teams, strong data analysis skills, experience gathering and documenting technical and business requirements, ability to work independently and handle complex assignments, and strong problem-solving and analytical skills.
