Program Manager

Duties

The role involves:

  • Development and interpretation of guidance on program planning and evaluation of assigned programs, serving as a primary technical/operational consultant for development and implementation of policies, procedures, and operations related to new and existing programs and initiatives.
  • Performing policy analysis and serving as decision-maker and senior bureau advisor for agency engagement and partnering with external health care organizations.
  • Monitoring development of legislation, regulatory guidance, and policy directives for assigned programs.
  • Evaluating programs against short- and long-range objectives to develop effective bureau-level policies and support strategic planning and change management.
  • Articulating and investigating policy options for program customers and planning and implementation of decisions.
  • Defining or redefining critical problems and advising management of advantages and disadvantages of approaches.
  • Reviewing program policies for consistency with policy direction of management and to identify needed areas of analysis.
  • Managing development of projects to identify, review, and analyze new legislation, executive directives, policy, procedures, and practices.
  • Planning, organizing, directing, coordinating, controlling, reviewing, evaluating, and improving resource support operations.
  • Analysis of performance data utilizing qualitative and quantitative methods to assess program effectiveness and develop recommendations to improve programs based on interpretation of tangible data (e.g., trends, anomalies) as well as data based on prediction and assumption.
  • Developing reports and analyses for various organizational/governmental levels (e.g., bureau, agency, Congress). Providing statistical expertise and guidance in analyzing bureau databases.
  • Developing and implementing new business functions and processes. Identifying requirements, originating new techniques, establishing criteria, developing new data reporting requirements, and creating corresponding collection and reporting tools.
  • Performing quality assurance/control work involving systematic prevention of defects and nonconformance to regulations and standards.
  • Monitoring qualitative and quantitative measurements to identify quality program trends. Identifying areas requiring further analysis, and identifying resolution paths.
  • Identifying unsatisfactory trends and conditions and developing correction plans for factors that may contribute to defective work processes or products.
  • Supporting budget and financial management reviews and activities.
  • Performing substantial lead duties over a small team. Serving as a senior advisor for special population program matters.
  • Ensuring the organization's strategic plan, mission, vision, and values are communicated and integrated into team strategies, goals, objectives, work plans, and work products and services.
  • Articulating and communicating assignments, projects, problems, actionable events, milestones, and/or program issues under review and deadlines and time frames for completion to the team.
  • Other duties as assigned.

Work Schedule

M-F 8:00 am - 4:30 pm
