Job description

Senior Budget & Management Analyst

The City of Oakland is an equal opportunity employer that values workforce diversity, inclusion, and equity. Oakland has a long history of activism around issues of justice and equity. Both oppression and this resistance to oppression have shaped the city's historical roots and the lives of its residents to this day. As public servants in one of the most diverse cities in the nation, we strive to develop employees who understand the harm and impacts of systemic inequity to create lasting, meaningful outcomes for everyone. Oakland strives to establish an environment that embraces the richness of culture, community, and individualism of employees.

Why join the City of Oakland Finance Department?

The City of Oakland is currently recruiting to fill two (2) Senior Budget & Management Analyst positions within the Finance Department. This is an exciting and pivotal time to join the City of Oakland. The Budget Bureau in the Finance Department is responsible for supporting the City's most important financial and public policy decisions and producing the City's budget. The budget serves as an operations guide and dictates exactly which services, programs, and projects are funded. Budget and policy discussions are creating space to reimagine local government, prioritize equity and accessibility, strengthen core services, and ensure resources align with community needs. We are seeking talented professionals who want to be part of a team dedicated to problem-solving, collaboration, and making a lasting impact. This is a challenging role in local government with great benefits. This is an opportunity to grow your career while making a meaningful difference in the community, working alongside dedicated professionals who take pride in serving the residents of Oakland.

We are looking for someone who is:

  • Able to work as part of a team and independently. You will be expected to work both independently and on projects that will require independent assessment and collaboration with other City staff.
  • Analytical and a critical thinker. You will need to interpret complex data, research issues, and evaluate information.
  • Self-motivated. You will be expected to take initiative, apply sound judgment, and use your resources to solve problems.
  • A strong relationship builder with excellent communication and interpersonal skills. You will have the opportunity to interface with multiple City departments, elected officials, and the public. With this, you will get to establish meaningful professional relationships and communicate with a variety of audiences.
  • Detail-oriented. You will be expected to pay close attention to every element and aspect of work products to ensure they are executed according to specifications, error-free, completed to the highest standards, and in compliance with all relevant requirements.
  • Organized and results-driven. You will need to balance multiple assignments and priorities in a dynamic, fast-paced environment.
  • Adaptable. You will need to adapt to changing situations and environments, with the ability to take instructions from multiple senior-level staff members.

What you will typically be responsible for:

  • Partnering with department leadership to build, monitor, and adjust annual budgets.
  • Regularly reviewing budget-to-actual reports to identify spending trends, potential shortfalls, and opportunities for cost savings.
  • Adjusting budgets based on changing assumptions, personnel updates, or legislative impacts.
  • Compiling, preparing, and analyzing quarterly and annual financial statements detailing revenue sources and operational expenses.
  • Evaluating and approving requests to fill vacant positions, changing roles, or creating new positions while assessing the financial impacts.
  • Maintaining awareness of significant policy discussions, service delivery issues, best practices, and legislative trends affecting assigned departments.
  • Analyzing, reviewing, and evaluating fiscal and operational performance measurements for assigned departments.
  • Using and managing the City's budgetary systems to track finances, preparing the budget book, and creating clear presentations and analytical reports.

A few reasons you might love this job:

  • You will be an asset to the City. Nearly everything flows through the Budget Bureau, and your work will help shape City operations, services and major initiatives.
  • You will be part of a small diverse team that values supporting one another and working collaboratively toward common goals
  • You will never be bored. A variety of responsibilities keep things exciting and engaging.
  • You will have valuable opportunities to learn, grow, and further develop your budget and public administration skills and abilities.

A few challenges you might face in this job:

  • You will balance multi-faceted responsibilities with competing deadlines
  • You will collaborate across multiple departments and stakeholders with differing priorities.
  • You will need to work extended hours during critical periods such as budget development and major fiscal deadlines.
  • You will work in a dynamic environment that requires flexibility in responding to changing priorities

Competencies Required:

  • Innovative Problem Solving: Identifying and analyzing problems in order to propose new and better ways of doing things
  • Leading Cross-Functional Collaboration: Demonstrating cooperation and teamwork while working within and across divisions, functions, or teams
  • Professional & Technical Expertise: Applying technical subject matter to the job
  • Professional Integrity & Ethics: Displaying honesty, adherence to principles, and personal accountability
