Preconstruction Manager

Role & Responsibilities

The Preconstruction Manager role is responsible for executing and managing day-to-day deliverables that support Primergy's solar PV and BESS development pipeline in the early to mid-stage phases from a design and construction perspective. Reporting to the Director of Preconstruction, this role is responsible for owning and providing inputs on detailed capex estimating, EPC pricing, pricing trend data compilation, constructability review and construction risk registries, preliminary construction schedule development, EPC RFP packages, bidding & contracting support, and EPC handoff to the construction team's coordination across a portfolio of active development projects nearing "ready for construction" status.

This position sits at the interface of Development and Construction. The right candidate is analytically sharp, effective communicator, detail-oriented, and comfortable managing multiple projects simultaneously in a fast-moving environment. You will work directly with development, engineering, procurement, interconnection, permitting, and execution teams to ensure projects are commercially de-risked before reaching NTP.

Responsibilities Include

  • Creating and maintaining project-specific CapEx estimates, OpEx forecasts, cost breakdowns, and spend schedules aligned with development and interconnection milestones for assigned Primergy's portfolio of projects.
  • Working with development engineering and development teams in the early stage of a project to help identify and document construction risks and assumptions, tracking them through the development lifecycle to de-risk prior to NTP.
  • During early development, assisting the development engineering team in identifying requirements for preliminary geotechnical investigations and pile load testing, offsite access options and constraints, construction water needs and availability, and site constructability concerns to be mitigated or captured in constraints assumptions in the risk registry.
  • Leading the compilation and administration of comprehensive EPC bid packages that include all project-level information, assumptions, and risks to minimize scope gaps, preparing drafts for Director of Preconstruction review.
  • Maintaining and coordinating RFI logs tracker during RFP stage by facilitating responses from internal SME's and disseminating answers to all bidders.
  • Leading compilation of Primergy team analysis of EPC bids and identifying exclusions that could drive pricing increases, including the administration of the negotiation log for each EPC bidder; prepare bid comparison matrices and supporting materials for the Director of Preconstructions recommendations and presentations to leadership on EPC selection and strategy.
  • Maintaining the cost database that supports preparation of capex estimates and forecasting of project construction timelines based upon indicative bids, hard bids and subscription sources.
  • During the development phase, preparing comprehensive construction permit lists in conjunction with the developer for each project and helping ensure requirements are incorporated into the EPC RFP solicitation and de-risked where critical path to start of construction; flagging critical path permits to the Director of Preconstruction.
  • Working cross-functionally with other groups in the organization to support process improvements and boost efficiency.

Education and Experience Requirements

  • 10+ years of experience in US power markets, origination, development, strategic
  • Bachelor's degree in engineering, construction management, or related field preferred; equivalent combination of education and experience considered.
  • Minimum of 8 years of experience in the construction or development industry, with a minimum of 4 years specifically in a preconstruction role for utility-scale solar PV and BESS projects.
  • Demonstrated hands-on experience with capex estimating, constructability review, and EPC bid analysis on large scale renewable energy projects.
  • Experience working across the project lifecycle from early-stage development and constructability through EPC RFP, EPC selection, and NTP preparation.
  • Familiarity with construction permitting processes, typical AHJ requirements, and how permit timelines interface with project schedules.
  • Experience working with federal, state, and local agencies; ability to maintain professional relationships with external stakeholders.

Skillset

  • Strong quantitative skills; comfortable building and maintaining cost models in Excel.
  • Solid understanding of construction scheduling, critical path methodology, and how schedule assumptions translate to budget risk.
  • Ability to read and interpret civil, structural, electrical, and site design drawings at a level sufficient to identify constructability issues.
  • Clear written and verbal communication; able to translate technical findings into concise summaries for internal stakeholders.
  • Detail-oriented and organized; capable of tracking multiple active projects without losing visibility into any of them.
  • Comfortable operating with a high degree of independence while keeping the Director of Preconstruction informed on material issues.
  • Proficient with Microsoft Office (Excel, Word, PowerPoint, Outlook, Teams); experience with project management tools a plus.
  • Commercial awareness; understands how preconstruction decisions affect project IRR, EPC contract structure, and financing assumptions.
  • Collaborative working style; able to build credibility with engineers, contractors, and project managers across organizational boundaries.
  • Able to work in a remote environment and collaborate with peers through various digital media methods such as MS Teams, Zoom and other Primergy adopted available tools.
  • Honesty and integrity; strong personal accountability and ownership of work product.
