Education: Required Bachelor's degree from an accredited college or university in a related field.

Experience: Required - 2 years' experience in developing and implementing a program. Including experience in the administration, financial management and supervision of employees. 3 years' experience working with children and adolescents. Preferred - 3 plus years in senior management, multi-tasking high priority projects, development, oversight, and management. Supervises: PAL Leads, Case Managers, Facilitators, Administrative Specialist, Administrative Assistant, TWC Advocate, TWC Education Specialist and interns (as applicable)

Job Summary: The Program Director is responsible for using sound professional judgment and best practices to supervise staff to ensure quality service are provided to clients and ensure the programs are in compliance with all policies, procedures, and contract requirements.

Essential Functions:

  1. Monitors and approves program spending based on approved budgets.
  2. Lead the team by providing staff consultation and staff meetings on a regular basis to review and to evaluate services, each client enrolled in the program, and to discuss potential clients.
  3. Ensure staff needs are being met in order to perform their job responsibilities.
  4. Provide oversight and guidance for direct case management services to youth in all programs; to include assisting them with the transition into adulthood, connecting youth with resources, helping youth learn and prepare for their work environment and monitor and supervise their performance during employment.
  5. Responsible for ensuring contract compliance by monitoring contract deliverable goals and by seeing that best practice is utilized to provide quality services to youth.
  6. Acts as liaison with program contract managers to initiate phone calls, to participate in monthly meetings, to provide required reporting as required by the contract, to obtain approval for DFPS for youth participation if required, and to maintain open communication for services.
  7. Monitor and maintain an internal procedure manual for the programs that includes written processes, contract specific requirements, and agency policy and procedures.
  8. Guide, lead, develop and mentor all direct reporting staff and interns to promote optimal performance through regular communication and evaluations.
  9. Provide guidance to TWC with researching, identifying and soliciting commitments from possible sources of employment through community networking.
  10. Provide guidance on post-placement and follow up activities such as job coaching, assisting with job retention, and addressing other opportunities to pursue success.
  11. Schedule and participate in meetings and team decisions and operations.
  12. Participate in workshops, seminars, education programs and activities that promote professional growth and development.
  13. Compile, prepare, submit and maintain accurate records, files, forms, statistics and additional information in accordance with program policies and procedures.
  14. Client files will be maintained according to all BCFS HHS and DFPS standards.
  15. Program outcomes are tracked and achieved.
  16. Training partnerships are developed between local businesses and local training providers (e.g. community-based organizations or local community colleges) to train clients to be productive employees of the partnering businesses.
  17. Meet all guidelines and standards that are applicable to this position.
  18. Coordinate with and provide guidance to caseworkers, probation officers, therapists, medical providers, attorneys, advocates, mentors, TWC workers, judges and psychiatrists.

Measurable Deliverables:

  1. Meet all deadlines required by Regional Director, contract, and BCFS HHS Policies and Procedures.
  2. Monthly, quarterly, and annual contract deliverables are met.
  3. Program outcomes are tracked and recorded monthly utilizing P&D tracking tool
  4. Monthly and Quarterly reports are submitted to the Regional Director for review prior to submitting to Program Specialist and Contract Manager.
  5. All documentation is entered within the specified timeframes and per contract requirements, and all documentation captures the services provided to the client.
  6. Perform Monthly Case Audits for random selection of cases provided by RD.
  7. Responsible for oversight of the budgets for all programs assigned to include reviewing monthly general ledgers, billing spreadsheets, day to day tracking of expenses, and reviewing all financial reports for compliance.
  8. Review and approve monthly spending reports for direct reports.
  9. Collect and submit original receipts, expense reports, sign in sheets, and other required documentations for budget and billing in a timely manner.
  10. Complete ongoing training, weekly consultation, and completion of monthly case file audits, review of case documentation, report writing, and shadowing of case managers.
  11. Responsible for implementation of events, match donations, and meeting monthly Match requirements, and documents and submits monthly match reports.
  12. Monthly, quarterly and annual contract deliverables are met. Youth are seen as required by the contract agreement.
  13. Monthly and Quarterly reports are submitted to the Regional Director.
  14. Respond promptly to crises.
  15. Demonstrate the ability to:
    • Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
    • Communicate effectively in writing and verbally in English.
    • Work in a fast-paced environment.
    • Maintain computer literacy required to meet the responsibilities of the position.
    • Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
    • Travel as needed.
  16. Other job duties as assigned per grant requirements.

Requirements:

  1. Maintain certificates required for the position including but not limited to First Aid and CPR.
  2. Valid Texas Driver's license with a clear driving record and reliable transportation.
  3. Pass a pre-employment drug screen and random drug screens.
  4. Provide proof or work eligibility status upon request.
  5. Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years).
