Water Resource Management Analyst

Public Works Engineering is looking to hire a Water Resource Management Analyst!

The Public Works, Engineering Division's Water Resources Team seeks a driven and collaborative person to help with a variety of professional analytical and administrative duties and thrives in a team environment. The Team:

Works with government partners and community groups to develop and implement short and long-range projects and programs related to stormwater, groundwater and wastewater.

Oversees compliance with federal and state stormwater and groundwater quality regulations in assigned areas.

Provides highly technical and administrative assistance related to stormwater and groundwater policy development and program management.

Oversees large, complex water resources engineering projects including master plan development and the development and adoption of new local water quality regulations, and pollutant loads and best management practice effectiveness modeling.

Provides technical and project management support for the Engineering Division.

Represents Public Works and the city in internal and external collaborative efforts on water resources issues.

Classification: Management Analyst Department/Division : Public Works Department / Engineering Division Salary Range : $42.04 - $54.64 / hourly; $87,443.20 - $113,651.20 / annually The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. A typical way to obtain the knowledge, skills, and abilities would be:

Education:

  • Equivalent to a Bachelor's degree from an accredited college or university in the program area.
  • Relevant professional level experience may be substituted for educational requirements on a year for year basis. Relevant high-level or complex administrative support and/or paraprofessional experience may be substituted for the required years of educational training on a two for one year basis.

Experience:

  • Two (2) years of professional experience in program development, project management or strategic planning preferably in the public sector. Six (6) months of supervisory experience is preferred.

Licenses and Certifications:

  • Possession of or ability to obtain, and maintain an appropriate, valid Oregon Driver's License ( Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate end ors ements) within 30 days of becoming domiciled in the state ( ORS 803.355))

Additional Requirements:

  • Must pass a background check per department requirements

The Ideal Candidate will possess the following knowledge, skills, and abilities:

Knowledge of:

  • Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
  • Research methods, techniques and procedures.
  • Principles and practices of engineering related to civil, storm, sanitary, erosion control, grading and geology.
  • Methods, techniques and procedures for data collection and spatial data analysis.
  • Principles of supervision, training and performance evaluation.
  • Modern office procedures, methods and computer equipment.
  • Relevant Federal, State and local laws, codes and regulations.

Skills and Abilities in:

  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing recommendations in support of goals.
  • Performing a variety of administrative duties with little or minimal supervision.
  • Explaining complex, technical issues to a variety of audiences.
  • Applying an open, collaborative approach to solving complex problems.
  • Identifying, evaluating and prioritizing improvements in operations, procedures, policies or strategy.
  • Communicating clearly and concisely, both orally and in writing.
  • Preparing a work plan and coordinating the work of a team.
  • Analyzing and interpreting research findings.
  • Establishing and maintaining cooperative working relationships with those contacted in the course of work.
  • Administer a variety of administrative, budgetary and clerical activities.
